Landlord licensing in North Yorkshire

  • Selective licensing: Two selective licensing schemes in Scarborough: Scarborough South (parts of the former Weaponness and Ramshill ward, 1 May 2022 to 30 April 2027) and Scarborough Town (parts of the town centre and surrounding streets, June 2024 to May 2029). A renewal of Scarborough South, extended to Valley Road and Esplanade Gardens from 1 May 2027, was consulted on from 3 August to 12 October 2026; the decision is due later in 2026. No selective licensing elsewhere in the county.
  • Additional HMO licensing: No additional HMO licensing scheme found; national mandatory HMO licensing (five or more people from two or more households) applies.

Separately, every large HMO (5 or more people forming 2 or more households) needs a mandatory HMO licence anywhere in England. Source: North Yorkshire Council.

Safety certificates

  • Gas Safety (CP12): every 12 months, by a Gas Safe registered engineer.
  • EICR: at least every 5 years, by a qualified electrician.
  • EPC: rated E or above, valid for 10 years.
  • Alarms: a smoke alarm on every storey, and a carbon monoxide alarm in rooms with a fixed combustion appliance (not gas cookers).

Book a Gas Safety certificate, EICR or EPC in North Yorkshire at a fixed price, and keep track of expiry dates in the free landlord dashboard.

Deposits and the inventory

Protect the deposit in the DPS, TDS or mydeposits within 30 days. At the end, the scheme decides any dispute on the evidence, above all the check-in compared with the check-out, so the inventory is what protects you.

What to record in North Yorkshire homes

  • Converted guest houses and flats in Scarborough and Whitby: photograph communal hallways, fire doors, meter cupboards and the key count, and note if the flat is in a selective licensing area.
  • Coastal homes on the cliffs: record salt marks and rust on window fittings, damp on exposed gable walls and the state of gutters.
  • Stone cottages in the Dales and on the Moors: photograph stoves, chimneys, damp in thick walls, and any oil tank, LPG supply or septic tank with the fuel level.
  • Harrogate's Victorian villa flats: photograph sash windows, high ceilings with any cracks, and shared gardens and bin stores.
  • Rural lets with private water or drainage: note the water supply, any treatment unit and the septic tank's location and condition.

30 days from receiving it, in the DPS, TDS or mydeposits, with the prescribed information given to the tenant in the same 30 days.

Do I need an inventory as a landlord in North Yorkshire?

It isn’t a legal requirement, but without a signed check-in record it is very hard to claim anything from the deposit at the end. With DIY Inventory you can do it yourself for £30, or send your tenant a link to do it.
