Landlord licensing in Middlesbrough

  • Selective licensing: Selective licensing covers privately rented homes in two parts of Newport ward: Newport 2 until 2 July 2028 and Newport 1 until 22 July 2029. The North Ormesby scheme ended on 13 June 2026.
  • Additional HMO licensing: No additional HMO licensing scheme: HMOs with five or more people from two or more households need the national mandatory licence. An Article 4 direction controls new small HMOs through planning in parts of the town.
  • Fees: £998 for a selective licence in Newport 1 (as proposed when the scheme was approved in 2024)

Separately, every large HMO (5 or more people forming 2 or more households) needs a mandatory HMO licence anywhere in England. Source: Middlesbrough Council.

Safety certificates

  • Gas Safety (CP12): every 12 months, by a Gas Safe registered engineer.
  • EICR: at least every 5 years, by a qualified electrician.
  • EPC: rated E or above, valid for 10 years.
  • Alarms: a smoke alarm on every storey, and a carbon monoxide alarm in rooms with a fixed combustion appliance (not gas cookers).

Book a Gas Safety certificate, EICR or EPC in Middlesbrough at a fixed price, and keep track of expiry dates in the free landlord dashboard.

Deposits and the inventory

Protect the deposit in the DPS, TDS or mydeposits within 30 days. At the end, the scheme decides any dispute on the evidence, above all the check-in compared with the check-out, so the inventory is what protects you.

What to record in Middlesbrough homes

  • Victorian terraces in Newport and Gresham: photograph the back yard, alley gate, gutters and any damp on rear walls and in back kitchens.
  • Student houses near Teesside University: photograph each bedroom lock, fire doors, smoke alarms and the shared kitchen.
  • Homes in the selective licensing areas: photograph the licence and check it shows the right address and expiry date.
  • Older terraces with solid walls: record mould or condensation in bedrooms and bathrooms, and check extractor fans work.
  • Flats in the town centre and Middlehaven: note the shared entrance, intercom, fire doors and the number of keys and fobs.
