Landlord licensing in Telford and Wrekin

  • Selective licensing: No selective licensing scheme.
  • Additional HMO licensing: No additional HMO licensing scheme. A scheme for smaller HMOs with three or four occupants, due to start on 25 August 2026, was withdrawn from 15 September 2026 after a challenge from landlords; the council says it will revisit this in 2027. Larger HMOs still need a mandatory licence, and from February 2027 an Article 4 Direction will require planning permission for all new HMOs.

Separately, every large HMO (5 or more people forming 2 or more households) needs a mandatory HMO licence anywhere in England. Source: Telford & Wrekin Council.

Safety certificates

  • Gas Safety (CP12): every 12 months, by a Gas Safe registered engineer.
  • EICR: at least every 5 years, by a qualified electrician.
  • EPC: rated E or above, valid for 10 years.
  • Alarms: a smoke alarm on every storey, and a carbon monoxide alarm in rooms with a fixed combustion appliance (not gas cookers).

Book a Gas Safety certificate, EICR or EPC in Telford and Wrekin at a fixed price, and keep track of expiry dates in the free landlord dashboard.

Deposits and the inventory

Protect the deposit in the DPS, TDS or mydeposits within 30 days. At the end, the scheme decides any dispute on the evidence, above all the check-in compared with the check-out, so the inventory is what protects you.

What to record in Telford and Wrekin homes

  • New-town estate homes in Woodside, Sutton Hill and Brookside: photograph shared paths, garages in blocks, flat roofs and window seals.
  • Ironbridge Gorge cottages: check for cracks, uneven floors and doors that stick, as ground movement affects the slopes.
  • Former mining-area homes in Oakengates and Dawley: note any cracks in walls and record the mining report if one was supplied.
  • New-build homes in Lawley and Priorslee: note snagging marks, fences, turf and any management company areas.
  • Student lets in Newport near Harper Adams University: record each bedroom lock and key, fire doors and the shared kitchen.
