Letting a property in Southend-on-Sea: a landlord’s guide
Licensing, certificates, deposits and the local figures for landlords letting in Southend-on-Sea.
General information as at October 2026, not legal advice. Always check the council’s current scheme before letting.
Landlord licensing in Southend-on-Sea
- Selective licensing: Selective licensing covers designated neighbourhoods in Milton, Kursaal, Victoria and Chalkwell wards from 1 December 2021 until 30 November 2026. The council is consulting (until 31 December 2026) on a renewed and larger scheme, possibly from 1 April 2027, so there will be a gap after the current scheme ends.
- Additional HMO licensing: No additional HMO licensing scheme; the council says it is exploring whether one could help. HMOs with five or more people from two or more households need a mandatory licence.
Separately, every large HMO (5 or more people forming 2 or more households) needs a mandatory HMO licence anywhere in England. Source: Southend-on-Sea City Council.

Safety certificates
- Gas Safety (CP12): every 12 months, by a Gas Safe registered engineer.
- EICR: at least every 5 years, by a qualified electrician.
- EPC: rated E or above, valid for 10 years.
- Alarms: a smoke alarm on every storey, and a carbon monoxide alarm in rooms with a fixed combustion appliance (not gas cookers).
Book a Gas Safety certificate, EICR or EPC in Southend-on-Sea at a fixed price, and keep track of expiry dates in the free landlord dashboard.
Deposits and the inventory
Protect the deposit in the DPS, TDS or mydeposits within 30 days. At the end, the scheme decides any dispute on the evidence, above all the check-in compared with the check-out, so the inventory is what protects you.
What to record in Southend-on-Sea homes
- Victorian and Edwardian houses split into flats in Westcliff and Victoria: note which rooms, gardens and storage belong to the flat, and photograph the communal hall, meters and fire doors.
- Seafront homes: check window frames, balconies, outside paint and metal fittings for salt and wind damage.
- Flats over shops in the town centre: photograph the street door, stairs, smoke alarms and the escape route.
- Homes in the selective licensing areas: check the licence and note its number in the report, and watch for the change when the scheme is renewed.
- Bungalows in Eastwood and Southchurch: record gardens, fences, garages and driveways, which tenants are often expected to keep up.
