Landlord licensing in South Ribble
- Selective licensing: No selective licensing scheme: the council has not designated any area.
- Additional HMO licensing: No additional HMO licensing scheme: only HMOs with five or more people from two or more households need a mandatory licence. Since January 2026 a borough-wide Article 4 Direction means turning a house into a small HMO needs planning permission.

Safety certificates
- Gas Safety (CP12): every 12 months, by a Gas Safe registered engineer.
- EICR: at least every 5 years, by a qualified electrician.
- EPC: rated E or above, valid for 10 years.
- Alarms: a smoke alarm on every storey, and a carbon monoxide alarm in rooms with a fixed combustion appliance (not gas cookers).

Deposits and the inventory
Protect the deposit in the DPS, TDS or mydeposits within 30 days. At the end, the scheme decides any dispute on the evidence, above all the check-in compared with the check-out, so the inventory is what protects you.
What to record in South Ribble homes
- Victorian terraces in Bamber Bridge and Leyland: record the back yard, rear gate, gutters and any damp on rear walls.
- New-build estates in Lostock Hall, Farington and Leyland: photograph snagging items, sealant, paintwork and the garden, and note any estate management charge areas.
- Bungalows and semis in Penwortham and Longton: photograph gardens, fences, garages and driveways, which tenants are often expected to keep up.
- Homes near the Ribble and Darwen in Walton-le-Dale: check ground floors and gardens for signs of past flooding.
- Shared houses: photograph each bedroom lock, fire doors and smoke alarms, and check whether planning permission and a licence are in place.
