Inventory and check-in reports in Liverpool

Liverpool has a large private rented sector, much of it Victorian terraces in inner areas such as Kensington, Anfield, Picton and Wavertree, and Georgian houses split into flats near the universities. The city centre has added thousands of apartments and student rooms in towers and converted warehouses. Most of the city has been under selective licensing since 2022, and the council is planning a scheme to follow it from 2027.

What to check at a Liverpool check-in

  • Student houses around Smithdown Road and Wavertree: photograph every bedroom lock, fire doors, smoke alarms and the shared kitchen.
  • Georgian flats in the Canning area: record sash windows, high ceilings for cracks and damp, and communal stair condition.
  • City-centre apartments: note fob, key, parking and post-box counts, and photograph balconies and the intercom.
  • Victorian terraces in Anfield, Walton and Kensington: photograph the back yard, alley gate, gutters and any damp on rear walls.
  • Licensed homes: photograph the selective or HMO licence and check its address and expiry date.

Questions

Inventories in Liverpool: questions

How much does an inventory clerk cost in Liverpool?

Clerks usually charge per visit, more for bigger or furnished homes, so a check-in and a check-out together often come to a few hundred pounds. With DIY Inventory each report is £30, whatever the size, and you can do it as soon as you have the keys.

What is the average rent in Liverpool?

£916 a month (ONS, September 2026), up 5.4% on a year earlier. Rents vary a lot by street and type of home; the free property report shows sold prices, the EPC and more for any Liverpool postcode.

Do landlords need a licence in Liverpool?

Selective licensing: Selective licensing covers privately rented homes in 16 wards (around 80% of the city's private rented homes) from April 2022 to March 2027. The council consulted until October 2026 on a scheme to follow it, with options ranging from 26 wards to the whole city. Additional HMO licensing: No additional HMO licensing scheme: larger HMOs (five or more people from two or more households) need the national mandatory licence. Fees: Proposed fee for the next scheme £995 per property (£240 on application and £755 on grant) Check the council’s own page before letting, as schemes change.

Can I do my own check-in inventory in Liverpool?

Yes. Landlords, agents and tenants can do it on a phone: a photo checklist for every room, the date and time stamped on every photo, every item’s condition, and both sides sign. The PDF is ready the moment it’s signed.

Will a DIY inventory stand up in a deposit dispute?

Deposit schemes (DPS, TDS, mydeposits) decide on the evidence, above all the condition at check-in compared with check-out. Dated photos of every room, signed by both sides, are exactly that evidence.
