Landlord licensing in Bury

  • Selective licensing: No selective licensing scheme. Council reports from early 2026 say Bury runs only the mandatory HMO licensing scheme.
  • Additional HMO licensing: No additional HMO licensing scheme. Only larger HMOs (five or more people from more than one household) need a mandatory licence, as everywhere in England. The council has looked at the evidence for additional licensing and has proposed a borough-wide Article 4 Direction to control conversions of homes into HMOs, but neither was in place at the last check.

Separately, every large HMO (5 or more people forming 2 or more households) needs a mandatory HMO licence anywhere in England. Source: Bury Council.

Safety certificates

  • Gas Safety (CP12): every 12 months, by a Gas Safe registered engineer.
  • EICR: at least every 5 years, by a qualified electrician.
  • EPC: rated E or above, valid for 10 years.
  • Alarms: a smoke alarm on every storey, and a carbon monoxide alarm in rooms with a fixed combustion appliance (not gas cookers).

Book a Gas Safety certificate, EICR or EPC in Bury at a fixed price, and keep track of expiry dates in the free landlord dashboard.

Deposits and the inventory

Protect the deposit in the DPS, TDS or mydeposits within 30 days. At the end, the scheme decides any dispute on the evidence, above all the check-in compared with the check-out, so the inventory is what protects you.

What to record in Bury homes

  • Stone terraces in Ramsbottom and Tottington: photograph window reveals, chimney breasts and any damp or mould on north-facing walls.
  • Victorian red-brick terraces in Bury and Radcliffe: record the condition of back yards, rear gates, outhouses and gutters.
  • Cellars and under-stairs cupboards in older terraces: photograph any tide marks, damp or stored items left behind.
  • Apartment blocks near Prestwich and Whitefield Metrolink stops: note fob and key counts, the post box, bike store and bin store access.
  • Converted mill apartments: photograph large windows, exposed brick and any condensation marks around frames.
  • Homes near the River Irwell and Roch: check ground floors and gardens for signs of past flooding or damp.
